Marine Oil Service was incorporated in 1958 and subsequently did its first delivery for Exxon(not ExxonMobil at the time) using the newly purchased tanker Martin J. Hanley.Around the time of the construction of the Chesapeake Bay Bridge Tunnel in the late 1960's, MOS acquired the Poncho to complete its fleet.

In 1986, Rolf Williams and then Vice President Burt Miller (current President) purchased The Old Coast Guard Station in South Norfolk, making a permanent home for MOS. After having acquired all of the Marine Lubricant Delivery business in the Port of Hampton Roads, Burt urged Rolf to expand the business to the other ports. In 1996, based on the growing demand in New York Harbor, MOS bought the "Jerome Clark", renaming it the Lesney Byrd after Rolf's daughter and moved it north. The Lesney Byrd was taken to New Jersey as the sole vessel in the MOS of NY fleet.This vessel alone was responsible for delivering all of the lubricating oil for over 3 years. As delivery demand increased, added to the fleet was the Poncho in 1999, the newly purchased Manhassett in 2002 and Norfolk's M/T Mostank when needed.

At the turn of the century, all vessels in the MOS fleet were single-hulled tanker vessels that ranged from 50-100 ft. Current Coast Guard regulation states that by 2015 all vessels carrying lubricating oil must be double-hulled. To show commitment to their customers and the industry MOS got a head start on the regulations, commissioning the build of the United States' first double-hulled tanker in 2005. In November of that year, the M/T Rolf Williams was christened and put into service in New York Harbor. The M/T Sunny Williams and the M/T Emma Miller followed in 2008 and 2009. This fleet of state-of-the-art double-hulled tankers is the future of the Lubricating Oil Delivery business.
